Saudi Arabia has increased its film incentive program to offer up to 60 percent rebates on eligible local spending for international film productions, the Saudi Film Commission announced Friday at the Cannes Film Festival. This boost positions the Kingdom's offerings among the world's most generous.

Streamlined Processes and New Financing Solutions

Commission CEO Abdullah bin Nasser Al-Qahtani revealed the updated program during the Marché du Film, highlighting faster disbursement processes and a new suite of financing solutions. These initiatives, developed with the Cultural Development Fund, aim to streamline the operating environment for production companies and enhance cash-flow predictability throughout the shooting cycle. This move addresses previous concerns raised by international producers about Saudi Arabia's budding film support initiatives.

Impact of Regional Tensions

The enhanced film push comes as Saudi Arabia faces challenges in its tourism and hospitality sectors. The 2026 conflict involving the U.S./Israel and Iran, which started in late February, has severely impacted air travel and tourism across the Gulf. Despite these challenges, Saudi Arabia had been leading in tourism growth since opening its doors to tourists in 2019 and remains vulnerable to the slowdown.

Vision 2030 and Creative Investments

By channeling fresh state financing into the film sector, a key aspect of Crown Prince Mohammed bin Salman's Vision 2030 for economic diversification, Saudi Arabia continues to build its content-production infrastructure amid regional uncertainties. Riyadh's decision underscores its commitment to expanding this sector, even as international producers scrutinize Middle East shoots more closely than ever.

“The announcement represents an extension of the Kingdom’s vision to build a sustainable film sector rooted in empowerment and partnership,” stated Al-Qahtani, noting that recent regulatory efforts, including the launch of financial audit and disbursement procedures, aim to provide filmmakers with “greater clarity.”

Positioning in the Global Market

Cultural Development Fund CEO Majed bin Abdulmohsen Al-Hugail emphasized that the new financing solutions respond to shifting industry expectations. “Today, the speed and clarity of procedures have become key factors shaping production and investment decisions in the global film industry,” he explained. “Through this program, we aim to provide a more efficient and flexible experience that meets the needs of projects at various stages and strengthens the Kingdom’s position as a reliable partner for international productions.”

The 60 percent rebate places Saudi Arabia at the forefront of global film incentives, surpassing European rebates, which generally range from 25 to 40 percent, and recent programs in Asia-Pacific, such as Thailand's revised scheme and Australia's expanded location offset. However, the Saudi Film Commission has not disclosed the total budget or annual cap for the revised rebate, details eagerly anticipated by international producers to assess the feasibility of Saudi Arabia's new program.
