Romania's film industry is gaining traction with a revamped 30% cash rebate program, designed to attract foreign productions and support local filmmakers, as the country prepares for the Transilvania International Film Festival.

The Revamped Incentive

Valentin Savu, manager of the Office for Film and Cultural Investments (OFIC), states, "We are in a really healthy place." The incentive scheme, relaunched in 2024, streamlines application processes and digitizes procedures, making it one of Europe's fastest and most reliable cash rebates. The program offers a 30% rebate on eligible expenses, capped at €10 million ($11.5 million) per project, with an annual budget of €55 million ($63.4 million).

Industry Impact

Since its relaunch, approximately 70 projects have been approved or are under review, with nine already receiving full payouts. Savu highlights the efforts to reshape legislation, restoring confidence among local and international filmmakers. "It's a win-win situation for producers and the Romanian government," Savu emphasizes. The program's success is crucial for industry growth, as indicated by Bogdan Moncea of Castel Film Studios, which hosted Prime Video's "The Gray House."

Building Trust and Interest

Iuliana Tarnovețchi of Alien Film notes increased interest in Romanian shoots, stating, "We are all budgeting a lot." The timing aligns with Romania's recent cinematic acclaim, including Cristian Mungiu's Cannes Film Festival victory with "Fjord." Tarnovețchi believes this international recognition will invigorate the local industry.

Government and Industry Support

Tudor Giurgiu, founder of the Transilvania International Film Festival, calls for political support to enhance the film fund. "They need more money, and the producers alliance is lobbying strongly," he asserts. The industry is united, with Savu emphasizing Romania's competitive production costs and world-class facilities. "We have a lot to offer," Savu states, underscoring the country's readiness to welcome filmmakers.

The Transilvania International Film Festival runs from June 12 to 21.
